In a move which could spell trouble for many rice farmers along the Gulf Coast, the Lower Colorado River Authority voted unanimously Tuesday to not release water downstream. Farmers said that the same decision last year seriously damaged their harvest and the same hardships this year could be devastating to their way of life.
