In 2011, Austin City Council agreed to give White Lodging, the developers behind the JW Marriott hotel in Downtown Austin, up to $3.2 million in fee waivers, but according to the deal, all workers on the construction site would have to be paid prevailing wages. As our Jeff Stensland explains, one city worker has raised doubts that White Lodging is holding up its end of the deal.
