Several Temple schools expected to be unacceptable

Indicators aren't all down for Temple ISD even though the district expects five of its 13 schools to receive unacceptable ratings.

Temple High School will be considered academically unacceptable, for the first time, if predictions hold true.

"We've measured completion rates for years, but they have not been a part of the accountability standards," Superintendent Dr. Robin Battershell said. "This year, for first time, the completion rate for students in grades nine through 12 will be a part of the accountability, and for us that makes a difference."

Assistant Superintendent of Curriculum and Instruction, JJ Villarreal, said dropout rates and GED's aren't the only factors taken into consideration with the five schools it predicts will be ranked unacceptable.

The math and science rating requirements went up at least 50-percent each. Villarreal said that number is expected to rise to 70-percent. Although there were student gains, the superintendent said they just couldn't keep up with the increased state standard.

"We have children who are catching up to a standard, and then we have an increased standard, and all that has come into play," Superintendent Battershell said.

According to Battershell, the district is going to keep working on ways to get students the tutoring they need.

"We've had strong growth," Villarreal said. "The challenge is to have strong enough growth to meet the changing accountability standards."

The Superintendent said the district will attempt to outreach more, and go to the parents of the students, who are struggling. This is a shift in philosophy for some schools, according to Battershell.

The official results will be released by July 31.

Student growth will be considered in next year's ratings, the superintendent said.

Among the district's improvements, Battershell said, Cater Elementary went from unacceptable to being a recognized school, for meeting and passing state education requirements.

How Does My School Rate?

The Texas Education Code, Chapter 39 Sec. 1324 (a) states, "If a campus has been identified as academically unacceptable for two consecutive school years, including the current school year, the commissioner shall order the reconstitution of the campus and assign a campus intervention team. In reconstituting the campus, a campus intervention team shall assist the campus in: (1) developing a school improvement plan; (2) obtaining approval of the plan from the commissioner; and (3) executing the plan on approval by the commissioner."

Part (d) states that "if the commissioner determines that a campus subject to Subsection (a) is not fully implementing the school improvement plan, the commissioner may pursue alternative management of the campus under Section 39.1327 or may order closure of the campus."
