On this edition of "Capital Tonight," we hear from State Sen. Kirk Watson. The Democrat and former Austin mayor discusses the debate over voter ID, and eyes the budget shortfall and its impact on our schools.

Also on the program, Democratic strategist Harold Cook and Republican strategist Ted Delisi talk about Gov. Rick Perry's latest emergency items, as well as who has jumped into the U.S. Senate race leading up to Kay Bailey Hutchison's retirement. The two also discuss a website they've been collaborating on called BackMic.com, which gives ordinary Texans the chance to comment and vote on pending legislation.

Plus, the Quorum Report's Harvey Kronberg gives his take on the role Democrats will play as the minority in both the House and Senate. He also considers the Tea Party's influence on the budget process.
