Barring any extraordinary measure, the country will now face higher tax rates and spending cuts during 2013.

House Republicans notified lawmakers that the chamber will vote Monday evening on other bills, but those will be their only votes of the day.

The news came after hopeful remarks earlier in the day from President Barack Obama and Senate Republican Leader Mitch McConnell.

The president addressed the nation from the White House early Monday afternoon. He urged both parties in Congress to work together to come up with a deal that'll stop tax hikes scheduled to take effect tomorrow.

Congress needed to act by midnight to avoid higher tax rates for every American and sweeping spending cuts.

The president said the agreement being worked on right now focuses on raising taxes for the wealthiest Americans and would reduce the deficit by billions of dollars.
